Research On Current Situation And Countermeasures Of The Government Electronic Services In Jiangsu Province

As a new information service mode, Electronic services have advantages of wide application domains and diversified service forms. These advantages help electronic services have been developing rapidly in the world. Electronic services have attracted more and more attention from organizations and users, also our government departments. With the rapid development of Internet, government departments have provided electronic services to the public more actively. Services such as office online, government information online, mobile portal and online interaction greatly shorten the distance between the masses and the government. But there are still many shortcomings in current electronic services of our government. Such as, the provided information might be redundant or complex, the value of information is not fully utilized and the electronic services system is lack of strict management mechanism. On the whole, the study of government electronic services is still in the initial stage.Although, there are many domestic researches on current situation of electronic government services, but most of them only are considered from system construction, they are lack of deeper analysis. Firstly, through the means of literature and content analysis, this paper generalizes the current situation and main direction of government electronic services. Secondly, according to the infrastructure construction of electronic services in Jiangsu Province, the situations of website constructions in province, cities and countries are analyzed. Then cases are analyzed step by step, which shows the overview of the electronic services in Jiangsu Province. Meanwhile, the author analyzed the factors of construction in Jiangsu government electronic services through the questionnaire survey. Finally, this paper analyzes the problems and opportunities of construction in Jiangsu government electronic service by the means of SWOT.Overall, according to the administrative levels, the government electronic service quality of Jiangsu Province varies. In general, the provincial government electronic service quality is better than that of the municipal government, municipal government is better than that of the government at the county level. The main direction of the government electronic services focused on the basic information service, online office and online communication. Basic information services or information disclosure is the most basic and most wide range service, which has the largest proportion. Online office is the most rapid development in government electronic services, especially in recent years it has gained more and more attention. At the same time, as an important indicator of development of government electronic services, online communication account for a large share in government services, just following the basic information services. The three aspects of the service exist side by side and play a part together, constitute the main body of government electronic services. Besides, these three aspects can measure the quality of government electronic service in three dimensions, as well as characteristics, the author established a government electronic services influence factor model.The contribution of this article is as follows. (1) It proposes a definition for concepts, connotations, and characteristics of government e-services and combines the theory of electronic service quality and customer satisfaction theory. Besides, the author designed the questionnaire, and analyzed the influence factors of government electronic service. (2) It uses case analysis method and SWOT method to analyze the opportunities and problems existing in the construction of government electronic services of our province. At last, countermeasures and suggestions are given.
