Improving the ecological civilization construction, building a beautiful China is an important contemporary issue which is produced by the18of the Chinese Communist Party Congress. Ecological civilization is not only a major social problem, but also an important political task, the government should play a leading and guiding role in promoting the construction of ecological civilization. Correct understanding and accurate grasp of the basic problems of ecological responsibility of our government is to explore the theoretical premise to enhance and improve our government ecological responsibility path, which includes explicit government scientific connotation of ecological responsibility, elaborated enhance and improve the government’s eco-responsibility theoretical basis and practical significance.In recent years, facing the increasingly serious ecological and environmental problems, the government made many positive efforts in ecological civilization construction, and has made certain achievements.
