A Study On The Governmental Responsibility In The View Of Ecological Civilization Construction

Ecological civilization is an important achievement of the progress of human society.It is the inevitable requirement of the harmonious symbiosis between man and nature and the sustainable development of human beings.The Chinese Government attaches great importance to environmental issues,puts the construction of ecological civilization at the height of the national development strategy,adheres to the harmonious coexistence of man and nature,sets up the idea that the Green water and Green mountains are Gold and Silver Mountain,and establishes a sound and strict ecological protection system.Committed to building a harmonious and beautiful China.However,the present ecological environmental problems still exist in China.There is no doubt that the formation of Eco-environmental problems is the result of multi-word superposition.However,at present,the government plays an important role in the prevention and control of ecological and environmental problems,and strengthens the construction of ecological civilization to ensure the green water and blue sea and blue sky,and the responsibility of the government is irreplaceable.Therefore,it is of both theoretical and practical significance to perfect the study of government responsibility from the perspective of ecological civilization construction.This paper is divided into five parts,the specific contents are as follows:Introduction: this paper summarizes the background,significance,research status,and research methods,and explains the innovation and shortcomings of this paper.The first chapter mainly expounds the basic theories of ecological civilization and governmental responsibility,illuminates the essence and connotation of ecological civilization and socialist ecological civilization,and clarifies the connotation and content and principle of governmental responsibility.The second chapter mainly expounds the significance of clear governmentresponsibility from the perspective of ecological civilization construction.From four aspects of strengthening the government's ecological responsibility,maintaining the social harmony and stability,ensuring the sustainable development of the economy and society,and joining hands with the international community to deal with the global ecological problems.The third chapter mainly elaborates the lack of government responsibility and its reasons in the view of ecological civilization construction.This paper expounds the lack of government responsibility in the construction of ecological civilization from the aspects of public administrative personnel's ecological consciousness,responsibility and the effect of government propaganda on ecological and environmental protection.According to these conditions,it is concluded that the reasons for the lack of government responsibility are that the government performance appraisal system is one-sided,the responsibility of public administrators is insufficient,the actual efficiency of government administrative supervision is weak,and the accountability mechanism of government responsibility is not perfect.The fourth chapter puts forward the effective ways of promoting governmental responsibility in the Chinese socialist ecological process.We should integrate the "green" assessment into the performance assessment mechanism,perfect the government supervision mechanism,strengthen the awareness of ecological responsibility of public administrators,and accelerate the formation of a good social atmosphere for ecological protection.Vigorously promote green science and technology innovation and application of five aspects to elaborate.
