Research On The Problem Of Government Responsibility In Our Ecological Crisis Governance

When China’s economy is developing rapidly, This kind of extensive development way also brings the unprecedented destruction to the Ecological environment of our country.2014 central economic work conference points out that China’s environmental carrying capacity has reached or close to the upper limit.Therefore, the ecological crisis has become an important factor in the development of China,Ecological crisis management has become an important issue that the Chinese government must to face. As a political organization with the public power, representing the the public interests and taking public responsibility,the function can not be replaced by any other social organization in the process of ecological crisis management.The government must play a leading role in the process of ecological crisis management.However,due to the limit of development level, our government there are many shortage of absence of and dislocation of government functions.In the face of such an urgent task, the government departments need to actively explore the way of development,to learn the positive experiences from the developed countries,to reconstruct the basic framework of ecological crisis management.To improve environmental quality as the guide,construct the environmental management system of unified supervision, strict law enforcement, multi-party participation.Full use of economic levers during the process of environmental management and ecological protection.Construct the ecological civilization performance evaluation and assessment and accountability system which fully reflect the resource consumption, environmental damage, ecological benefits,In order to reverse the current situation of deteriorating ecological environment,and provide basic conditions for people’s health, social harmony and stability, provide resources security for the sustainable development of the country and the nation.This paper tries to analyze the government’s responsibility by modern government governance theory.In the "new normal" condition,following the laws of economics and nature,to keep dynamic balance between economic development and ecological environment protection,to improve the governance level of our country’s government,to promote the modernization of national governance.The main body of this paper consists of six chapters:the first chapter is the introduction part,which mainly introduces the background of the selected topic, expounds the significance of the research,analyzes the research status at home and abroad,describes research ideas and methods、innovation points and deficiencies.The second chapter is "the present situation and the influence of the ecological crisis",describes the seriousness of ecological crisis in China by introducing the ecological environment condition in the last few years;further illustrates the hazards to personal health、adverse impact on the government’s credibility,constraints the national sustainable development.The third chapter is "the root of the ecological crisis",analyzes absence of and dislocation of government functions,include lack of ecological policy,related system is not in place,and related departments lack enforcement etc.,to explore the insufficient of the current system, policies, mechanisms.The fourth chapter is "the beneficial experience of the the developed countries in ecological crisis management",introduces the effective measures adopted by the government in the ecological crisis management,include of scientific decision making,perfect system construction,effective regulatory mechanism.The application of these policies not only restored the ecological environment but also promoted the new economic growth and achieve sustainable development.The fifth chapter is "draw lessons from the developed countries in ecological crisis management ",learning experience from developed countries to improve government functions,to strengthen government ecological policy,improve related system construction, strengthen the supervision system.The sixth chapter is the conclusion part, in the face of resource constraints,serious environmental pollution,ecosystem degradation,clearly put forward to strengthen government’s responsibility,insist on the basic national policy of saving resources and protect the environment.Adopting a variety of policy tools,to adjust economic structure and production mode.Forming the operating mechanism of people and natural harmony as well as ecological and economic coordinated development,through the construction of the institutional framework of sustainable economic development,to realize national rejuvenation and national sustainable development.
