The Mechanism Research Of The Equalization Of Basic Public Services In Urban And Rural Areas

Enjoying basic public services which consistents with economic and social development level, is the most basic right of modern citizens. For a long time, the policy design of " One country two policy" and "separation between urban and rural areas" make some restrictions and discriminations on farmers in the system of household registration, identity, rights, etc. It’s difficult for them to share the achievements of social development, to bear the development costs and cost much. Under the governing idea of taking economic construction as the center, local government, who becomes an independent interest subjects, has some alienations of governing behaviors, which weaken the public service functions. Therefore, both the system design of national level and the behavior motivation of local government governing, have neglected the rural public products supply, artificially making enormous public services gap between rural and urban areas. Under the historical background of transformation of social governance and coordinative development of urban-rural area, the significance of equality of fundamental public services becomes more and more obvious. The key of equal services lies in breaking the urban and rural dual system, making reform of public service system and designing the system of urban and rural integration in order to promote the basic public services covering both urban and rural residents fundamentally. This study puts equal basic public services system mechanism as the core of the research topic.According to the theory of public goods, public governance theory and justice theory as the theoretical perspective, the article combines empirical study and normative research, using the methods of literature analysis, historical carding, the reality investigation to unfold this issue. To be specific, putting equal basic public services between urban and rural areas in the city and countryside, integrating the evolution of public service supply and the nation governance transition, this article combines the highlights of equal basic public services and the economic system reform to discuss and analysis. Firstly, according to the historical changes of the rural public service management, this article shows the governing changes of government and other social subjects, as well as the formation of equal basic public services of urban and rural areas. Secondly, using the revolution of state governance as the clue, this article expounds the importance of equal basic public services between urban and rural areas since the founding of new China highlights process and expresses the present farmers’ demand of basic public services. On the basis of comparative analysis of current situation and discrepancy of equality of urban and rural basic public services, this paper aims to discuss the system reason which leads to product differentiation between urban and rural areas. Finally, from the perspective of theory and value, this article wants to discuss system reform which is the key to return the interests of farmer, what’s more, based on theory of fairness and justice, this paper devotes to find out the value of equalization of public service town and country.
