"Associational Revolution" rise excitedly all the word since the1970’s, making societyorganization, or named Non-Profit Organization which besides market and governmentunprecedented development, so "civil society" make its way crazily all through the word. Inrecent decades, the global variety of social organization have been founded from thedeveloped countries to the developing countries and regions, from America to Asia, Africa andLatin America.These organization are in pursuit of the target that the government and themarket have not achieved. And at the same time, a lot of valuable experience accumulated inthe area of theoretical study and practical operation, fruitful results has been achieved in thefield of society organization, and its development has become a hot issue in publicmanagement scholars.The social organizations in our country make great progress along with globalization. Inrecent years, our country regards strengthen and innovation social management system asimportant issues during national development. The community is the basic unit of society, andconstruction of community associations is the strong support of social management innovation.The combining of community and community associations can solve the hot and difficultproblems during the social management innovation. In practice, the development ofcommunity organizations move slowly, the management system of community organizationswhich is suitable for our country has not yet formed. Based on the success of theorganization’s experience and theoretical results of the foreign community associations, considering the actual situation of our country, the paper proposed building the system of thetheory and practice on community organizations in China, so that can push forward thedevelopment of community organizations, and community organizations can play theimportant role in managing society.Based on the previous studies, the paper firstly defined communities and communityorganizations and other related concepts clearly, and discussed the theoretical basis of thegeneration and development of community organizations; secondly the paper analyzed thebasic status of community organizations in our country; and thirdly, by the way of case studies,the paper make a comprehensive study of social management innovation pilot cities, that is,community organizations in Chong chuan District, Nantong city. And summed up thesuccessful experience on community organizations of Nantong city, the paper makes focus onthe problems of community organizations during its development. And finally, based on theadvanced experience of the United Kingdom, the United States and Hong Kong, consideredthe national conditions of our country, the government, community organizations and citizens,the paper proposed some measures to promote the development of community organizations inChina.
