| China is the country with the largest elderly population and the fastest growth rate in the world.According to the data of the National Bureau of statistics,by the end of 2019,the population aged 60 and over 60 in China reached 253.88 million,accounting for 18.13%of the total population.The population aged 60 and above increased by 4.39 million over the previous year,with the proportion increasing by 0.25 percentage points[1].According to the criteria of 1956 United Nations"population aging and its social-economic consequences",China has entered the age of population aging,and the degree of aging is increasing year by year.In the current situation of our country,in order to solve the pension problem,family pension,institutional pension,community home-based pension,tourism pension and other modes are gradually put on the agenda,and community home-based pension is considered as an important solution to solve the empty nest of family pension and make up for the imbalance between supply and demand caused by expensive institutional pension[2].In response to the national call and solve the practical problems of old-age care,starting from October 1,2014,Shijiazhuang City in the main urban area by the government to purchase community home pension services,the municipal government also put the construction of community home pension service center into one of the ten things to benefit the people.In order to understand the development status of community home pension service in Shijiazhuang,this study conducted a questionnaire survey on the supply and service satisfaction of community home pension service in Shijiazhuang,and conducted field interviews on the operation of home pension service center.Through the investigation,it is found that the old-age care at home in the community is a more acceptable way for the elderly,which is not only helpful to alleviate the problem of lacking of beds and high cost in the old-age institutions,but also to solve the problem that the family pension but children have no time to take care of.With the gradual advancement of community home-based old-age service in Shijiazhuang,some problems have been presented in the actual development process.Shijiazhuang City has a large number of elderly people,but the utilization rate of community home pension services is not very high,some of the elderly pension needs have not been well satisfied.The security of local policies and regulations is not perfect,the source of social capital is relatively scarce,the number and quality of professional nursing staff need to be improved,the demand side and supply side of old-age service are not matched,and the combination of community home old-age care and support is not deep enough.These problems have become a short board that affects the development of community home old-age service in Shijiazhuang.How to improve the quality of community home pension service and meet the different needs of elderly groups is the direction that needs to be explored.The paper is divided into six parts,the first part is the introduction,mainly introduces the research background and significance,the domestic and foreign research status review and the research content and method of the paper;the second is the concept definition and related theory;the third part is the present situation of community home pension service in Shijiazhuang City.This chapter first expounds the relevant policies of the community home old-age service,then analyzes the achievements of the construction of the community home old-age service in Shijiazhuang from the aspects of the construction of the old-age service facilities,the construction of the old-age service project,the construction of the old-age service platform and the construction of the old-age service team,and then combines the field investigation data to understand the shortcomings of the service in the implementation process;the fourth part of the community home-based old-age service in Shijiazhuang City and its causes are deeply explored,mainly from the political,economic,social,technical and environmental aspects of the analysis.The main reasons behind the problems include the political level:the lack of overall design of policies and regulations;the economic level:the source of social capital can not be effectively activated;the social level:the local policy of attracting talents is not strong enough;the technical level:the local effective analysis of the needs of the aged is insufficient;the environmental level:the implementation of the combination of medical and nursing hardware and software conditions are insufficient.The fifth part introduces four successful examples of community home-based elderly care service at home and abroad,including the community home-based elderly care service in the"quarter hour community service circle"of Beijing,the"Softly warm"community home-based elderly care service in Chongqing,the Swedish community home-based elderly care service focusing on service evaluation and the Japanese community home-based elderly care service focusing on legalization.Through the analysis of the successful experience at home and abroad,this paper provides enlightenment to Shijiazhuang City to optimize the community home pension service:we should not only broaden the financing channels of community home pension service,but also vigorously enrich the old-age service personnel;we should improve the legal system,refine the legal provisions,but also pay attention to the community home pension service evaluation mechanism;but also be good at using information technology to provide convenient conditions for old-age service.The last part expounds the development countermeasures of community home-based old-age service in Shijiazhuang,which mainly include:perfecting policies and regulations,optimizing the model of community home-based old-age service;increasing financial input and activating social capital participation enthusiasm;strengthening incentive measures to promote the construction of old-age talent team;enriching the content of old-age service,effectively realizing the balance between supply and demand;speeding up the construction of combination of medical care and nursing,improving the quality of community home-based old-age care. |
