The Institution is the organization with Chinese characteristics; it plays animportant role in the socialist market economic system and it is the main carrier ofpublic service. In order to meet the demands of the new era and give full play to theinstitutional action, the party central committee and the State Council promulgate theclassification reform plan of the institutions. As the third kind of institutions whichreform to enterprises, the system in which they are living has great change. Theproblems of original accumulation and new appear crossing, especially this majorproblem how to survive under the enterprise organization in the market competitionderived from a unit subordinate to the government department, it forces this part ofthe unit must consider the changing from their own, their organizational structure howto change can adapt the market requirement, thus they will complete thetransformation successfully.Organizational structure is a carrier of organizational strategy and mission, and itis the decisive factor of organizational changing, but also it is the effective meanswhich can solve the problems of management organization. In this paper, through theanalysis the concept of the organizational structure, the organizational structure issplit for two aspects that the business structure and the management structure toanalyze the present situation of the institutional organization structure and it comparesthe present situation with requirements that the institutions reform into the enterprises.In order to adapt to the modern market competition, the organizational businessstructure need to strengthen the consciousness of service operation, it also need therouting, diversification, individuation to make customer satisfaction, at last it need tobuild a core business and eliminate the non-value added activities so as to establishorganization core competitiveness. The analyzation of Management structuretransformation is done through the two methods of management concept andmanagement methods. In the management concept, it need to carry out strategicmanagement, carries on the humanized management and cultivate good enterpriseculture; In the management methods, this paper puts forward the three transformationsfrom the external control to the endogenous power, from the centralization of powerto share power and from the rigid management to the soft management. Through theimplementation of these changes, it chooses the matrix organizational structure forconcrete form characterized by the flatting, network, flexibility, dynamic anddecentralization finally. It combines with "ambidextrous approach" to set up the different forms of organizational structure according to the different goals and people.Through the organizational structure restructuring, the new structure is designedthat it will not only ensure the original work efficiency, but also can guarantee thequality of service improving. It can meet customer and internal staff’s various needs,can create innovative enterprise working atmosphere and can realize that possibilitythat the institutions which reform to enterprises to adapt to the modern marketeconomy.
