A Research On The Problems And Countermeasures Of Civil-military Integration System Construction

Comrade Hu Jintao, in2007in the seventeenth national people’s congress of the Communist Party of China, first officially proposed the idea of civil-military integration, and in2012in the eighteenth national people’s congress of the Communist Party of China, Comrade Hu Jintao re-emphasized the "civil-military integration," the strategic plan. After years of effort, Hunan Province has made some achievements in the civil-military integration system construction. Local programmatic policy has been basically formed to promote civil-military integration. The construction of the supporting mechanism for the civil-military integration has got initial success. The reform and restructuring of the military industrial enterprises achieved a major breakthrough. But the Hunan civil-military integration system construction is still facing many problems. The guiding ideas of civil-military integration is lagging behind. The protecting policy and regulatory system of civil-military integration is not perfect. The institutional mechanisms for the implementation of the civil-military integration needs a sound.In addition, this paper studied the experience of the United States, Russia, the United Kingdom and other countries of the world’s major military powers of civil-military integration system construction and summed up the three experiences:the development of policies and regulations to promote civil-military integration and strategic plans to guide the civil-military integration; sound responsible for military and civilian integration of organization and leadership, to implement the military and civilian integration; reconcile military and civilian technical standards to promote civil-military integration.In this paper, the existence of the civil-military integration system construction in Hunan Province on the basis of the above research ideas, policies and regulations and institutional mechanisms for the three major issues, proposed three main countermeasures: first, to strengthen publicity and education of the civil-military integration ideas, deepen military and civilian fusion of the ideological and theoretical research, training personnel in line with the civil-military integration requirements, this updated guide to the ideas of civil-military integration; second, the policy of reform of the financing of civil-military integration project to provide financial support to strengthen security measures to provide security for the civil-military integration project, unified technical standards for the development of dual-use technology to create conditions, policies and regulations in order to improve the protection of civil-military integration; rationalize the system of organization and leadership of civil-military integration, innovative civil-military integration service assurance mechanism, promote the market-oriented reform and restructuring of the military industrial enterprises, this sound institutional mechanisms for the implementation of the civil-military integration.
