Research On The Construction Of Intelligence Sharing System From The Perspective Of Military-civilian Integration

Since the 20 th century,China has never stopped exploring the relationship between the military and the people,and in 2015,China for the first time put military and civilian integration into the national strategy.As China's social and economic development has entered a new era,China's national defense and economic demand for intelligence information and intelligence resources has risen to an unprecedented height.The research on intelligence work and intelligence sharing in China is of great significance to national defense construction and social and economic development.It is a great opportunity to integrate the military and civilian fusion strategy into the intelligence sharing,and how to establish the intelligence sharing system under the military and civilian fusion is a great challenge for China.In recent years,the research on intelligence sharing in academia has been more and more in-depth,but the research on the fusion and sharing between military and civilian intelligence is less.During the study put forward in this paper I try to establish national intelligence center system of military and civilian intelligence committee system,and at the same time in the center of the provinces and municipalities to establish military and civilian intelligence sharing centers,establishing a "cross functional"," cross level" and "cross domain" three levels of intelligence sharing mode,including intelligence gathering,intelligence processing and analysis,intelligence sharing and intelligence to use and so on various stages to realize the cooperation and communication with people.At the same time,this paper proposes to establish an operation mechanism of intelligence sharing under military and civilian integration with military and civilian integration as the core and government,military and intelligence departments and social institutions as a joint component,and toform an auxiliary guarantee and promotion by means of big data,intelligence market economy,macro-control and privacy protection.The contents of intelligence sharing in China should not only include the exchange of information resources,but also the sharing of intelligence work and service.China's external situation and internal needs require us to make a deep attempt to the intelligence sharing under the integration of military and civilian.Moreover,China has the foundation to establish a perfect military and civilian intelligence sharing system.To promote and carry out the information sharing under the integration of military and civilian is a development direction of China's intelligence work in the future.
