| Gigantic changes have taken place in the economies and society of XinJiang region since the reform and opening up, especially the implementing of the large—scale development strategy for the West region, some civil servants appear lost in the faith and distortion on personality under the influence of factors such as the multi-ethnic, multi-religious situation of the region, together with the strong collision between tradition and modern aroused by the further development of market economy, which not only affect the party and government's prestige and image in the eyes of the masses of all ethnic groups, but also will undermine the legal basis for the ruling party. Therefore, to mold the civil servant administrative personality and strive to cultivate and create a civil service which has the quality of firm political faith and fine ideological style and mastering business knowledge and high moral feelings is an important issue of capacity-building for autonomous region government.This paper mainly consists of three parts, the first part, define the related concept including personality and the civil servant administrative personality , analyze civil servants should have the quality of the personality and introduce the functions on the civil servant administrative personality. The second part, briefly introduce the overall situation about civil servant administrative personality in XinJiang, point out the deficiencies in the civil servant administrative personality in the transition period in the XinJiang region, analyze the causes, and illuminate the meaning of personality—molding. The third part ,combining with the experience at home and abroad, according to the situation in XinJiang region, put forward the approaches to mold the civil servant administrative personality by speeding up administrative ethics legislation, constructing modern educational system and innovating the administrative culture of the XinJiang region and other aspects.
