In the process of urbanization， the floating population has gradually become aspecial and significant part of the development of city life. Nowadays， the managementof floating population in rural-urban fringe zone is one of the significant part of Chinesegovernment functions， as well as an essence of varieties of reforms and functionstransformation of grass-roots government. With the deepening reform and open and theoverall development of society and economy， the management has constantly faced aseries of newly raised tasks and challenges.
