Research On The Governance Of Urban Floating Population Under The New Urbanization Of Inner Mongolia

After the reform and opening-up,the urbanization of China is continuously accelerating,and with constantly active population flow,the scale of floating population is becoming bigger and bigger.The swarmed floating population brings both huge pressure and serious challenges to urban management and development.To strengthen the governing of floating population will contribute a lot to the guarantee of urban floating population' s legitimate interests,the raise of urban adaptability and the stimulation of orderly urbanization of floating population.Inner Mongolia belongs to frontier minority region,so the governing of its minority floating population can be also to the benefit of enhancing ethnic interaction,promoting ethic friendship,maintaining social stability and realizing the common prosperity of all the nationalities within Inner Mongolia autonomous region.The Inner Mongolia autonomous region is set as an example in this paper,and in accordance with the new public service theory,social integration theory and cooperative governing theory,based on the sixth national census data,an analysis is given on the current situation of floating population in Inner Mongolia and the achievements of the government's and relevant departments' management and services.With deeper acknowledgment of certain problems involved in the management of floating population and service practices of the government sectors in Inner Mongolia,an analysis on internal reasons causing such problems is given from three aspects including the conventional registration system in China,the administrative departments and service department themselves and floating population.Then seeing from the local characteristics,drawing lessons and learning from the helpful experiences of floating population management and service from foreign countries like the America and Japan and domestic cities like Beijing and Zhongshan City,feasible measures for improving the management and service of floating population in Inner Mongolia Region are provided from four aspects,including management philosophy,security system,administrative mechanism and aphroid-style community construction.
