As the last level in the system of State power.,town (Street) was formed at thegrass-roots level.Town (Street) cadres as the bottom part of the cadre system in China,in the forefront of the contacts with the masses.Countries and policies at all levels toimplement through town and township cadres in the Government and among thepeople, policy reactions and concerns of the masses, the most direct response to firstlevel of cadres at township level.Normal operation of the township regime, is inseparable from the efficient cadreteam, find out existing problems among cadres, to actively explore the reasonable andeffective solutions, to improve the efficiency of cadre of villages and towns, will haveimportant significance under the new situation of the integration of urban and ruralconstruction and new rural construction.The author chooses Ningxiang County,Changsha City as the analysis samples, the thorough investigation and study oftownship line long time, by the method of questionnaire, interview, data analysis, toexperience the Ningxiang County Township cadre system, a collection of cadre ofvillages and towns for the current system view, listen to the views of the masses ofcadre of villages and towns, summary and analysis of the Ningxiang township cadresmanagement experience and the existing problems.The author thinks, the basicexperience of Ningxiang County township cadres management includes two aspects,one is able to develop and implement strict examination system, county and townshiptwo levels have improved the cadre performance assessment system andadministrative system, independent team is responsible for the implementation of thesystem. The two is to enable outstanding talents, specific performance for5127Talents Project as an opportunity, the introduction of a large number of doctor, masterand undergraduate enters the cadre team, through the training, promoted as reasonabletraining and appointment.After the analysis, the author thinks, the government powerallocation is not clear, imbalance of power structure, unreasonable structure of cadres,cadres of the ruling ability and township administrative ecological environment is notgood and the construction of administrative culture lag effect, there exists a series ofcommon problems in the management of cadre of villages and towns.Such as themanagement effect is difficult to see the result, a serious brain drain, the cadremanagement system is not perfect etc.Through the empirical research and theoreticalanalysis, the author tries to put forward methods to solve the problems of township cadres at present. One is to accelerate the transformation of ideas, cadres to strengthencadre style construction, improve cadre to be in office ability means to strengthen thetownship cadres self-cultivation, enhance their comprehensive quality, optimizing thesubjective desire and conditions. The two is to expand the township cadres into thechannel, the village cadres in the selection of a number of ideas have method ofpassionate cadres into the team of cadre of villages and towns; improve theappointment mechanism of selection of high-quality talent, encourage and selection ofoutstanding students roots, grass-roots services; through the open selection andcompetition for posts, selecting a group of comprehensive high quality cadres into thetownship leadership team of cadre of villages and towns, enhance the overall combateffectiveness. Three is to export way unimpeded township cadres, cadres of villagesand towns built last elimination system, system of resignation and dismissal of cadresand flow system, stimulate endogenous power. The four is to select cadres, withstrong team, strengthen the construction of township party and government leadershipreserve good, drive the role of locomotive. The five is to perfect the managementmechanism of cadre of villages and towns. Establish the training system of cadreperformance appraisal system, feasible, give full play to the role of incentive system.Cadre of villages and towns is one of the most basic level, our cadre system theauthor hopes, through the analysis of the samples, the administrative system ofmanagement performance of existing mapping problem in construction, so as to helpthe whole administrative system performance improvement.
