| The rural revitalization strategy was put forward for the first time at the 19 th National Congress of the Communist Party of China.As the problem of my country’s agricultural and rural farmers is still severe and restricts the development of modernization,in order to solve this problem,the implementation of a rural revitalization strategy has been proposed.As the leaders and organizers of villagers’ self-government,And the comprehensive quality and ability of village cadres directly determine the stability and development direction of a village.China’s political institutions are designed only in towns and villages,and village cadres are not included in the administrative system,and the management of village cadres cannot use the civil servant management system.At present,the problems in the management of village cadres affect the improvement of the quality and ability of village cadres and restrict the implementation of the rural revitalization strategy.Therefore,it is very necessary to strengthen the management of village cadres.The concept of village cadre can be divided into broad sense and narrow sense.The village cadres studied in this article are the village Party organization and the members of the village committee elected by the villagers,including the Secretary of the village Party organization,the Deputy Secretary,the committee member and the Village Committee director,the Deputy Director and the committee member.With the revision of the Organic Law of the Villagers’ Committees and the Regulations on the Work of Rural Grassroots Organizations,village cadres are playing an increasingly prominent role in promoting grass-roots governance.Under the background of the implementation of the rural revitalization strategy,this paper uses the literature research method and questionnaire survey method to study the current situation of village cadre management in A Town of Baoding City on the basis of combing relevant documents.First of all,the paper summarizes the relevant research on village cadre management at home and abroad,explains the concepts of village cadre and village cadre management,elaborates the human capital theory,incentive theory and new public service theory,and discusses the importance of strengthening village cadre management.Secondly,through the questionnaire and access to relevant information,A detailed understanding of A Town of Baoding and Village cadres selection and appointment,assessment and training,salary security and supervision and management status quo and problems.Then,collecting and analyzing the questionnaire data,it is concluded that the root cause of the problem is that the selection standard is not specific,the assessment and training mechanism is not perfect,the salary guarantee treatment is low and the supervision mechanism is not perfect.Finally,from the five aspects of improving the selection and appointment standards,strengthening training,improving the assessment mechanism,improving the supervision mechanism,put forward the countermeasures to strengthen the management of cadres in A town of Baoding City under the background of the implementation of the rural revitalization strategy. |
