Research To The Problem Of The Public Infrastructure Management In The Old Town Of Yan'an

Influenced by plenty of factors,such as the development of social and economic,the public infrastructure construction of small,medium-sized city in China,especially in its western regions,basically followed the traditional management mode,which means it is run by the government,manage by the government and raise by the government.The implementation of this mode has exposed a series of problems and badly influenced the citizens' life quality.It is necessary to seriously study the status and solve those problems.The paper is based on the public goods theory,new public service theory and principal-agent theory and taking the public infrastructure management of the old town in Yan'an as the research object.Meanwhile,the research of this paper using Gini coefficient,entropy method,questionnaire survey and interview survey,according to the sustainable thinking way of “what,why,how” to happen as well.First and foremost,in order to grasp its management effect in general,the writer analyze the current situation of the public infrastructure management in the old town of Yan'an through interview and data of statistics official website.In addition,for cognizing the current situation objectively,the writer to discuss the existing problems and its causes of the public infrastructure management in the old town of Yan'an by means of questionnaire.Last but not least,the writer in view of the overall management oriented and to put forward feasible countermeasures and suggestion,hoping to optimize the public infrastructure management in the old town of Yan'an.By researching,it is found that the main existing problems of the public infrastructure management in the old town of Yan 'an are low management efficiency,out-dated management mode,single implementation body and insufficient funds guarantee.Aiming at the existing problems,the writer pointing out the following four proposals.Firstly,the government,citizen and society should pay enough attention to the public infrastructure management,try their best to work together well and update their management idea.Secondly,the government should to sound management laws and regulations,innovate management implementation patterns and optimize management organization structuring for improving the management system of public infrastructure.Thirdly,the government should define the management subject duties explicitly and the whole society should pay attention to strengthen the management accountability mechanism for clearing the management responsibilities of public infrastructure.Finally,the government should raise construction funds through multiple channels,build the professional management teams actively and adopt advanced management methods for increasing the management efficiency and effect and safeguarding the management implementation of public infrastructure.
