The establishment of the system of retired cadres is the important achievement of the reform of the political system in China.It is an important part of Chineses socialism.Since China's reform and opening up,the economic and social keep developing,the social environment and the community structure of retired cadres have changed greatly,moreover China has rapidly entered the aging society,the proportion of aging population accelerated rise.Now,retired cadres reached 96%of the total resigned and retired cadres population.Resigned cadres as a whole now step into a high incidence period,the way to provide more people-oriented,family-oriented and personalized service,need to proceed from reality conditions to adjust the retirement policy.The Third Plenary Session of the party's eighteen passed the decision of the CPC Central Committee on deepening reform of the overall number of major issues,the issue of the old cadres is an important part of the party's objective,should be actively integrated into the overall situation of reform.Under the new situation,it is very important and practical to establish and develop the service management system of retired cadres,which is suitable for the development of the economic and social development.We take Xiaogan old cadre issue as a sample:first,analyze significance of innovation from the retired cadres service management system and mechanism;Second,analyze the issue of the new system and mechanism design framework and reform process.
