In practice the process to resolve regional conflicts and maintain peace on thecontinent, Africa has formed a Joint United Nations, the African Union (OAU) andother African sub-regional international organizations, mutual cooperation, withdistinctive African character of collective security mechanism. This unique andmechanisms in Liberia, Eritrea and Ethiopia, the Sudan Darfur issue was particularlyobvious. Both the legal basis of peacekeeping mechanism in Africa to implement thetripartite cooperation, but also the organization basis, in the implementation processencountered some resistance, causing some problems, but still maintain the authorityof the United Nations to resolve the humanitarian crisis played an important impact.Of course, this mechanism is not quite perfect, require African countries and theUnited Nations efforts to improve.The history of the world has entered the second decade of the21st century, asrepresentatives of Tunisia, Egypt and Libya, the situation in African countries havebeen changed disturbingly. Turmoil and regime change have occurred in someregional infusive nations, or even large-scale civil war happened. Western powersintervene in African affairs for their own interests, making the Africa’s situation morecomplicated and confusing. How to build an effective mechanism for security andstability in Africa is a problem for the international community. The author believesthat, the mechanism based on the United Nations, the African Union (including OAU),the African Sub-regional International Organization (referred to Sub-regionalOrganizations in Africa)‘s cooperation to conduct peace-keeping will be a significantpositive effect to the long-term peace and stability in Africa.To maintain peace in the world is one of the purposes of establishing the UnitedNations. Peace-keeping operation is an institutionalized arrangement graduallyformed from specific practices done by the United Nations. Since its inception, afterdeveloped in more than60years, the UN peace-keeping operations got continuouslyenriched and improved, and have been developed into an important method andinstitutional arrangement to ease regional conflicts and maintain regional peace andstability.After the independence of the African continent, the regional ideology hasdeveloped rapidly. So far, a large number of influential sub-regional internationalorganizations such as ECOWAS, SADC, ECCAS economic Community of the Great Lakes region, the Intergovernmental Authority on Development (OECD) have befounded besides the African Union, which is a continent-wide internationalorganization. Whether in their own articles of association or in the practice of history,these international organizations have great concern about local area conflicts, andhave made great efforts to resolve these conflicts, making then become anindispensable power to solve regional conflicts in Africa.In resolving regional conflicts in Africa, the United Nations, the African Unionand the African sub-regional international organizations have their own advantages, aswell as the inadequacies. With the tripartite forces’ cooperation and complementation,they can learn from each other, the three forces can maintain the continent’s securityand stability. This is also the most salient characteristic of carrying out peace-keepingoperations on the African continent. The paper is to analyze it.
