On The Positive Interaction Of Intra-party Democracy And Social Democracy

The core of political philosophy is democracy, whose development is a dialectical,dynamic historical process. In the narrow sense, democracy mainly exists as a country in thesociety of classes and countries. In the broad sense, the concept of democracy can be used indifferent aspects of a society. It is not only a political superstructure, but also democraticvalues and democratic spirits. As a civilized political system of human society, democracypossesses some common attributes in different societies. Chinese democracy, which is thecombination of ordinary democracy and its concrete practices in China, includes not only theintra-party democratic institution but also the social democratic institution. One the one hand,intra-party democracy and social democracy differ from each other. On the other hand, theyare interrelated. Intra-party democracy is the guide and key of social democracy, while thelatter is the foundation and driving force to promote and improve the former. Only when theyare closely integrated, their development can be benign. To solve the problem fundamentally,we must be traced back to analyze the main reasons for the problem which are listed asfollows. The first reason is the lack of democracy and law tradition in history; the second oneis the faultiness of laws and systems which guarantee the implementation of democracy. Toseek the main method to solve the problem, the advance of intra-party democracy is tobecome a breakthrough in political reform. On the one hand, guide the orderly and healthydevelopment of social democracy by promoting the intra-party democracy. To build themechanism of competition within the party, establish the mechanism of communication upand down the party publicly and within the party, construct and implement the system ofparty congress, improve the system of intra-party power of supervision within the Party andinstitution building, and improve the party’s ability to govern and as a basis to guide thehealthy development of social democracy. On the other hand, to improve and promote socialdemocracy to a further step so as to promote the construction of democracy within the party.To improve and promote the building of grassroots democracy, the multi-party cooperationand political consultation system, nurture civil society and other systems which reflect thesocial-democratic system, and further promote the continuous improvement and development of the intra-party democracy by perfecting the system of People’s Congress.The development of intra-party democracy and social democracy influence and benefit eachother in the practice of promoting political democracy. Strengthening the construction ofintra-party democracy and social democracy is the main researching task of our country’spolitics. It is also the inherent requirement to make the democracy with Chinesecharacteristics come true.
