In recent years, the frequency of natural disasters a serious impact on thedevelopment of our economy and society, but also of natural disasters, social relief of thepressure surge. How effective social relief of natural disasters is an important issue inbuilding a socialist harmonious society. Natural disasters, social relief work itself is quitecomplex, and need to be regulated by a set of comprehensive system to ensure efficientand orderly conduct of the natural disaster and social relief work to the greatest extentpossible to protect the basic rights of affected people, maintaining the social order of theaffected areas.
