Employment Assistance's Path Choice In China From The Perspective Of Developmental Social Policy

Employment assistance is one of the special assistance in the Interim Measures for Social Assistance promulgated by the State Council in 2014.It has changed the way of material and money assistance in traditional social assistance,abandoned the idea of "giving people fish",stimulating the Subjective Initiative of Impoverished group,promoting poverty alleviation through employment,really realize "Teach People to Fish".Employment assistance as a rising star in China's social security system,it deserves the attention of the state and government departments at all levels.However,many problems are highlighted in the process of system operation,For example,there are deviations in the targeting mechanism of the poor groups,neglect the investment of human capital,employment assistance lacks the participation of NGOs and poor groups,etc.The phenomenon of poor employment,hidden employment,repetitive unemployment still exists,the institutional vitality and effectiveness of employment assistance are greatly reduced,not conducive to the long-term development and improvement of employment assistance and even social assistance.Development-oriented social policy theory regards social policy as an element of productivity,emphasis on investment in human capital and social development,the innovation lies in integrating the concept of "development" into social policy,emphasis is placed on "development","production"," universal benefit t" and "investmen".The enlightenment of its concept is that employment assistance should adopt medium and long-term strategy,pay attention to coordinated development,give Full Play to the Role of Multiple Subjects,pay attention to the investment of human capital,etc.Therefore,from the perspective of developmental social policy theory,combining the application of developmental social policy in foreign countries,it is of great theoretical and practical significance to study the development of employment assistance in China.There are five parts in this paper.The first part is an introduction,this paper mainly expounds the research background and significance of employment assistance in China,it also combs the domestic and foreign research literature on the development-oriented social policy and employment assistance,the research contents,research methods,innovations and shortcomings of this paper are briefly described,pave the way for the following passage.The second part is the current situation and problem of employment assistance development.This part elaborates the relevant concepts and characteristics of employment assistance,from the aspects of system design,legislative level,public welfare posts,employment training and employment ability of poor groups,the paper finds out the existing problems of employment assistance in China,the reasons for the existing problems are analyzed.The third part elaborates the background and core idea of the development-oriented social policy theory,it also points out the requirement of the development-oriented social policy theory for employment assistance in China.The fourth part is the path choice of employment assistance in China from the perspective of development-oriented social policy.From the perspective of the development-oriented social policy,this part puts forward feasible suggestions for the construction of employment assistance in China.The fifth part is the conclusion.This part summarizes the problems existing in the current employment assistance and the countermeasures from the perspective of the development-oriented social policy,and points out the areas to be improved.
