With the development of China ’s political and economic after the reform andopening up, our country turned to socialist market economy from planned economy,made transition from agricultural society to modern society as industrial and servicesectors as the leading industry,the economy has been got the sustained and rapiddevelopment,and The people’s democratic political rights consciousness improved. Butthe poor mechanism for people to express their interest demands lead mass incidents,this accidents are serious harm to social stability and economic development.The occurrence of mass incidents is due to the illegal infringement of the masses,and the mechanism for their demands expression is not smooth. People’s awareness ofdemocracy and rule of law enhanced. But democracy and the rule of law in a certainperiod of time is interfered by some powerful interest groups, so it is difficult tosafeguard the interests of the masses. As the masses take collection actions toenhance their own strength to create a momentum for express their demands andinterests and resolve the masses’ reasonable and legitimate interests demands throughthe democratic rule of law.This paper used a literature review, theoretical analysis, case studies and othermethods. First of all, explained the theory of local government response to the petitionmass incidents. Second, combed and review local governments deal with theproblems and the reasons for the petition at mass incidents. Again, took GuangdongProvince Wukan group events and the process of governance for example, madeempirical research about the drawbacks and the reasons of local governments torespond to the petition of mass incidents. Finally, proposed to respond effectivelyto the implementation strategies for the problems.
