Response Capacity Of Local Government In Environmental Mass Incidents

Recent years, as the environmental problems get more and more serious, Environmental Mass Incidents frequently happened in C hina, which affected the safety and social order. According to some statistics, this kind of mass incident accounted for almost half proportion of ten-thousand mass incidents in our country.By analyzing 2009-2013 Environmental Mass Incidents, it shows a frequent, strong conflict and large-scale trend, which is getting enhancing every year. The conflict of interest between the government, enterprise and the public is the deepest reason for the Environmental Mass Incident. However, the local government showed a weak Emergency Management ability in these cases. After summarizing the cases, the study got some principles for dealing the situation: active response, effective persuasion, rational dispose and open information.In the meanwhile, local governments should pay more attention to preventing the incidents. And the government should change the single- manager position into involve enterprise, the public and other powers to managing environmental problems.
