A Research On Public Service Township Government

In twenty-first Century, the public service has become the core idea of public administration and the government administrative system innovation, the government attention in different countries. In our country, the public service as one of the important functions in the work of the government and citizen’s production, life closely related, with the continuous progress of the level of development of productive forces, the improvement of social economy, the citizen demand for public service demand quality has been improved, therefore, public service has become one of the four basic functions of our government., has become a key government exists, the construction of China’s service-oriented government will also push the public service in a more prominent position. The township government is the administrative level of our government is the most grass-roots level of government organizations, on behalf of the state directly facing the rural areas, farmers, the main function should be to establish and improve the rural public service system, providing basic and secure public services for the majority of farmers.This paper firstly defines the concept of the township government, public service; secondly, on the basis of public goods theory, the new public service theory, the governance theory in public service of the township government; thirdly, based on the survey data of Jinzhou city in Hebei province Z township government, analysis of the current situation of Z township government public service in Jinzhou city of Hebei province; then, through the analysis of data, combined with the survey found, to identify the problems and difficulties in Jinzhou City, Hebei province Z township government public service in the presence of; finally, combined with the local town government public service experience, enlightenment, put forward to improve the township government’s public service policy recommendations.The study reached the following conclusions:first, Hebei province Z Jinzhou City township government is restricted by the pressure system, resulting in the inability to provide the provision of public goods and services; two, Z township government authority and powers do not match, resulting in the government to provide public service is insufficient; three, Z Township government overstaffing in organizations, the transformation of government functions the supply of public services lag, low efficiency; four, Z township government lack of openness and responsiveness in terms of public services and management, resulting in citizen participation degree is low; five, Z township government examination and supervision mechanism is not perfect, the government leadership quality is not comprehensive also affects the public service function etc..In this paper, through the investigation and study, combined with domestic and foreign local government public service experience, the township government’s public service problems, put forward to improve the township government’s public service policy recommendations:first, to adapt to changes in the demand for public services, improve the township government public service system; two, promoting the concept of democracy, to create a good environment for the development of public service Township Government; three, in accordance with the law, implement the policy of public services in the township government; four, to guide the comprehensive development of township government’s public service from agriculture, education and health etc..
