Research On The Drug Safty Governance In The View Of Polycentric Governance Theory

Pharmaceutical is a special commodity, its relationship with the life of the publichealth and safety, have been concerned by the governments of drug safety issues. Sincethe founding of the people, the drug safety issues has been completely dominated by thegovernment in terms of our country. But with the development of the market economyand the rise of civil society, this is totally dependent on the government’s supervision andmanagement to solve the problem of drug safety mode, has gradually revealed a lot ofdisadvantages. Especially on April15,2012“poison capsule” event was enough to causeour reflection. This paper advocates a new governance model, in the drug safetysupervision and management of government, at the same time, allowing or encouragingmarket and social forces involved in the drug safety supervision management process,change the past only by the government supervision and management of a singlegovernance model. Under the current environment in our country, for the drug safetysupervision and management should build a involved in diversification of the governancemodel. To form a pattern, which government. market and the third party, and other mainbody work together running, in order to better solve the problem of the current drugsafety management.From polycentric governance theory, this paper analyses some problems existing inChina’s drug safety, the combination of theoretical research and practice research, thecombination of normative research and case study method. Through case analysis of“poison capsule” event research, which points out existing problems in the drug safety,so as to find solutions, build a multicenter drug safety management order, thus effectivelyguarantee the life and health of the public. This article mainly divides into four parts: Thefirst part is in this paper, the relevant theories and concepts. This paper introduces theconcept of drugs, drug safety and the theoretical basis of this article-the polycentricgovernance theory. The second part is the “poison capsule”event as the case analysis andpoints out existing problems in the current drug safety. The third part is analysis thecause of the problems in drug safety. The fourth part is to find the suitable mode of drug safety management in our country, construction of drug safety order of polycentricgovernance.
