The Innovation Of Social Management Under The Perspective Of Community Rehabilitation Research

The drug control relates to the national survival and social peace. Andcommunity rehabilitation is the international society drug consumption marketshrinking basic measures. Chinese southwestern border K is the forefront of drugpenetration, which lies in the “Golden Triangle” in the world, and the border Kbecame the hardest drug-hit after1980s. Among the drug users in border areas ofYunnan Province, it has been found146cases of HIV-infected people since1989,and the AIDS viruses continue to spread. By the end of2011, it’s estimated thenumber of the survival of HIV-infected person and AIDS patients was78million,among them,46.5%of infected people were infected by heterosexual transmission,17.4%of them were infected by homosexual transmission; And28.4%peoplethrough injecting drug dissemination. So injecting drug is the major route of HIVinfected.Drug abuse can not only cause AIDS spread rapidly, but also endanger theirown health, as well destroy families and induce a variety of illegal and criminalactivities, and result in huge loss of labor. Drug problem as the consumption of hugesocial costs, which restricts social and economic development, becomes publichealth and social problems, it also becomes the urgent problem in innovative socialmanagement and achieve" two-Fort” in Yunnan Province.However, how to help drug users reduce the relapse rate, how to help themabstain from drugs as soon as possible and reintegrate into society, these are theissues requiring urgent solution in the Narcotics AIDS prevention. Since theimplementation of the Narcotics Law of the People’s Republic of China, what are theeffectives in K city community drug treatment? In this study, the author takes K citycommunity drug treatment as an example, using qualitative methods interviewed forthe drug users, auti-drug worker and the family members of drug addicts. In the basisof qualitative, surveyed to collect198questionnaires through the random drugaddicts, with the theory of multi-center, to clearly a variety of governance main role in community drug treatment, what’s more, to give useful strategies for improvingthe efficiencies of community drug.The survey found, the existing public service far cannot satisfy the drug addicts"social return" multiple requirements, local government "community rehabilitation"political weakness of the will, yunnan community rehabilitation of blank,community management regulations of the foundation and ability is insufficient,drug control and rehabilitation resource configuration is not reasonable, restricted theeffective development of community rehabilitation. Therefore, we must break thegovernment "won the world" as the management mode, in strengthening thegovernment service functions at the same time, social management innovation, fromthe simple to the social function of government attention to management change,from traditional society to modern management of social transformation"management", set up the management concept of diversification, and strengthenand other main communication and coordination, innovation communityrehabilitation management.This article adheres to the principle of “people-oriented”, starts from theguiding ideology of promoting the healthy and orderly development of communitydrug rehabilitation work, describes the characteristics of drug epidemic in border K,analysis the current situation of K City Community drug rehabilitation, furtheranalysis the difficulties and the reasons of community detoxification treatment, thenput forward several measures, such as, to strength the service function ofgovernment, to play the governance advantages of NGO, to improve the teamconstruction, to strength cooperation and pay more attention to the foundation of thefamily on governance role, to advocate citizen’s action, and so on.
