Research On Refined Governance Of Urban Communities Based On Polycentric Theory

Since the the 18th National Congress of the Communist Party of China,China’s socialist construction is undergoing a period of high-quality development,the urbanization process continues to accelerate,and the city size is growing.As a representative of the super first-tier cities,Beijing has been attracting a steady stream of migrants with its rich social resources and broad development prospects.Being the basic unit of a city,the community plays a vital role of carrying population,but the surge of population also leads to the problem of metropolitan disease in the community.The people’s growing requirements for a better life are in conflict with the inadequate public services in the community because of shortage of environment,education,medical and health care,and culture.Governments have little experience with the governance of communities,especially when it comes to refined governance of large communities that have begun to take shape..Therefore,it is of great practical significance for the government to explore and establish a governance mode and governance model.Based on the Governance Theory and Polycentric Governance,this paper takes Tiantongyuan Community,a typical community in Beijing as an example,through the author’s own working experience in the local government of Tiantongyuan combined with in-depth community interviews.In this essay,we describe the current governance situation of Tiantongyuan in detail,summarize the transformation process from administration mode of community to governance mode,sort out the effectiveness of current governance in community at this stage,and analyze the causes of the main problems.Moreover,combining with the new measures of community governance in the domestic and overseas cities,this paper proposes to build a multi-center governance model with the government,community organizations,social organizations and residents as the multiple subjects,so as to improve the refined governance level of Tiantongyuan Community and to promote the high-quality development of community public services.
