Public security work has covered most aspects of social production and social life, and the fairness of security personnel administration is closely related to the interests of government and people, thus, in order to achieve the purpose of fairness, efficiency of social management, the first step is to let the idea of professional morality as the essential topic, continually perfecting it. This article discusses the problems existing in the professional morality of appointment personnel in the bureau of S and mainly focuses on the causes of the problems, analyzing and summarizing the solutions, from the angle of the work by Terry L Cooper, talking about the responsibility conflict in the theory of administrative ethics.This article is divided into four parts. The first part is about the related theory of professional morality of the appointment personnel. To begin with, it elaborates the definition of morality, professional morality and professional morality of civil servant, summarizing the specific context of professional morality and also explains theory of administrative theory done by Terry L Cooper.The second part enumerates the examples to analyze the problems existing in the professional morality of appointment personnel in the S Board, mainly appointment personnel administrative responsibility; occupation moral deficiency of administrative illegal acts. The third part mainly analyzes the causes of these problems, mostly about the responsibility conflict leading to the conversion of agent relationship; dual roles leading to conflict of interests; the weak control of internal and external organization. The fourth part is about the thinking of promoting the professional morality of appointment personnel, and puts forward some ways to improve the morality of appointment personnel, especially about the construction of responsible government, improving the individual professional morality and strengthen the methods to control the internal and external organization.The research about the professional morality of appointment personnel is pretty practical, it requires the appointment personnel to analyze, summarize the problems in the aspect of professional morality in the real work, besides, it also requires them to find out the general characters and distinct characters, and then to make some solutions to solve it according to than distinction. This article presents that in today’s environment and condition, how to strengthen the individual professional morality construction of appointment personnel and how to perfect various of regulations, which is the urgent and necessary requirement to promote the comprehensive control affairs through the discussion of problems about the professional morality of appointment personnel.
