Research On The Administrative Responsibility Of Administrative Personnel From The Perspective Of Ethics

Our country is in an important period of deepening reform nowadays, there are new challenges on the aspects of politic, economic and society. The government is the main subject of the governance, and the responsibilities of the government are becoming more and more complex. However, the image of the government had been seriously damaged which is because of the abuse of power and the corruption. Meanwhile, it weakens the government’s credibility and executive capacity. The efficiency of the government depends on the exact executor of public affairs—the administrators’ knowledge and abilities, they should shoulder the mission of safeguarding public interests and public order. In the public administration’s activities, whether the administration and administrators can take the responsibility or not, making sense to the construction of government ruled by law. However, in real life, because of the multiplicity of roles and the conflicts of interest and power, the administrators are usually faced with the complex ethical dilemma, the problem of the administrative behavior anomie is getting more and more serious, making the administrative power deviate from the public orbit. Therefore, how to improve the administrators’ ethical autonomy and further promote the government changing from controlling to serving, from economic construction to public governance and build a responsive administrative model, these topics are worth in-depth study. Administrative responsibility is one of the important contents of modern public administration research, which has a close connection with the reform of the administrative system in our country, in addition, seeking ways to effectively realize the administrative responsibility has important theoretical significance and practical demands.Literature research method, comparative research method and historical analysis method are comprehensive applied to the article, which discusses the issues of the administrators’ administrative responsibility from the perspective of ethics, especially the ethical characteristics of administrative responsibility, in order to summarize the ways to realize the administrative responsibility. This article mainly consist of the foreword, the body and the conclusion. The purpose and significance of the study are mainly clarified in the foreword, which reviews achievements of the research in China and abroad. The article points out the ideas and methods of the research, as well as the article’s innovation and inadequacy. The body of this article is based on the review of the related concepts of administrative responsibilities and theoretical knowledge, which is aimed to summarize the characteristics of the view of responsibility in different periods. What’s more, the article focuses on the analysis of ethical dilemma that the administrators are faced with, including the manifestation and the root cause of the conflict of administrative responsibility, the ethical elements in the process of the realization of administrative responsibility, the summary of the way to realize the administrative responsibility effectively. The conclusion is about the points of view that are systematically summarized in this article, also points out the shortcomings of this article, which are required to be improved. At last, the article points out the problems that I need to pay attention to in the further study, the prediction of the direction and trend in the future.
