In the development of the society, the government plays a leading rolein the construction of economic patterns, political patterns and culturalpatterns. The development of society must be deeply restrained by thestandard of the administrative ethics. However, some civil servantsneglect their duties, such as corrupt morals .The phenomenon destroys theimage of our government, and seriously hinders our country fromdeveloping. It is an instant question now.There are three typical forms of the administrative conflict: the powerconflict, the role conflict and the interest conflict. My paper begins withthe ethical relationship, which is reflected by the conflicts. Then I analyzevarious factors leading to the conflicts. We conclude that there are fourprimary factors: the culture of Chinese traditional political ethics, theethical reconstruction in the transformation period, the deficiency of theorganization system, and the personal quality of the civil servants. At last,I try to find the solutions which may settle the conflicts: outer commandsand inner commands. The outer commands include the legislation of theadministrative ethic and perfecting the supervision system to the ethicsand accountability of principal officials. The inner commands include thereorganization of the organization rules and ethics, keeping the civilservants be the master of his own ethics, and nurturing the contract mindin their hearts, perfecting their personality of the administration.
