From the perspective of administrative ethics, the civil servants should not only perform the objective administrative responsibility, but also self-fulfill the subjective administrative responsibility in their mind. The objective administrative responsibility is contained in the laws, policies, ordinances, regulations and other administrative ethical norms. "Civil Servant Law of the People's Republic of China"and "The Code of Conduct of National Civil Servant" summarized the objective administrative responsibility systematically. In addition, the government and civil society expect the civil servants to have high moral character. At present, citizenship's requirements of professional ethics are mainly reflected in six aspects:strict compliance with laws and regulations, economy and efficiency, administrative conscientious, honest and credibility, impartial justice and permanent learning. The core of administrative responsibility is to realize and maintain public interest. Although the current status of civil servants'administrative behavior are positive, conscientious, there do exist many illegal, unreasonable and irresponsible administrative behavior, such as abuse of power for personal gains, administrative omission, high administrative costs, lack of credit and bureaucracy. The behavior of any individual will be affected by themselves and external factors. Therefore, administrative behavior is influenced by not only individual administrative capacity, administrative professional ethics and individual value system, but also by the organization environment, administrative system and social environment. Considering these factors, the government should control the civil servants'behavior in two ways. First, the government should legislate the administrative ethics systematically, establish a specialized institution to supervise administrative behavior, strengthen social supervision. Second, the government should develop civil servants'internal moral character and self-controlling ability through ethic education, practice and organization culture guidance. However, fully-functioning of the social supervision is on the premise that the public's right to know and supervisors'will to expose unethical behavior.
