In 1959, the fourteenth Dalai and part of the serf owners in Tibet launched an armed rebellion. After failure, they exiled into India and set up the “refuge government”. Over the years, the “Dalai Group” advocating independence “visited” a variety of countries in the world and willfully distorted the history and the reality, selling the inexistent “Tibet problems”. Japan is a country in east Asia, as well as the country most favored by the Dalai Group. The fourteenth Dalai Lama “visited” Japan for several times. He drew the right-wing anti-China forces over to his side and carried out “Tibetan independence” activities, resorting to every expedient to realize his political purpose. The Japanese government connived at Dalai and supported Dalai. He made speeches and held ritual activities in Japan, seeking the international space of distupting the country. The nongovernmental anti-China people in Japan consisted many groups supporting the “Tibetan independence” and helped Dalai carry out the “Tibetan independence” activities in Japan. Such improper relationship between Japan and Dalai Group seriously hindered the normal development of Sino-Japanese relationship and was deeply criticized by all the people in favor of peace around the world. This paper mainly makes discussion from three parts:The first part focuses on the narration of the historical relationship between Japan and Tibet, and between Japan and Dalai Lama before the establishment of the Dalai Group. The close contact between Japan and Dalai Group is not formed suddenly, but has a long history. The second part mainly introduces Dalai Group, Dalai’s “visits” in Japan, Japanese “Tibetan independence” groups and Japanese cults. It elaborates the relationship of mutual beneficial and collusion between Japan and Dalai Group through specific historical facts. The third part mainly analyzes the impact of the Japanese-American, Japanese-Indian, and Sino-Japanese relation patterns on the “Tibet problems”, and discusses China’s consistent attitude towards Japan and Dalai Group. Finally it is concluded that Dalai Group publishing“Tibetan independence” speech and carrying our “Tibetan independence” activities in Japan is actually pushing the “Tibet problems” onto the international level with the aid of Japan and putting pressure onto China, so as to realize the political purpose of “Tibetan independence”. Japan, however, aims to suppress the development of China by using Dalai Group and creating public opinions. In fact, the behavior of Japan interferes the China’s internal affairs. The relationship between Japan and Dalai Group is not proper.
