Israel and the USA share a special international relations generally acknowledged.What the specialness means by is, de facto, basically determined by their national interest.The common interest of being each other’s strategical resource is the fundamental reasonwhy their special relations has lasted continually and has in general sustainedwide-ranging and deep-going cooperation. Notwithstanding, the relations has undergoneintermittent setbacks, the primary cause of which is the interest conflict produced by theirdifferent strategical objective. The external expression of the intermittent variancecenters on the incomplete accordance between the hardline of the right-wing Likudadministration and the American global or mid-east policy.There have been four Likud leaders leading the Israeli government since1977:Begin and Shamir in the Cold War, Netanyahu (2terms) and Sharon after the Cold War.As a party in its country or a sub-national group, Likud plays its role in the internationalpolitics, not to mention the Israeli-U.S. special relations. Influence of the Likudadministration can be interpreted with the theory of non-nation actors and systematictheory. The direct cause of the influence is its characteristics, and the basic cause nationalinterest. It affects by means of delegating its nation to go in for diplomacy with the USA,changing the Israeli foreign policy and mobilizing the Israel lobby in the USA. EachLikud administration attaches close attention to consolidating, developing the specialrelations, and sustaining its general continuity, however, the relation experiences ups anddowns insomuch as each administration adopts diplomatic hardline for persisting in thenational interest that it identifies.The Likud’s policy can be taken as independent variable and Israeli-U.S. specialrelations as dependent variable in order to analyze the Likud’s influence on the relations.Because of the complexity in the inner-and inter-national political reality, the process thepair of variables work is inevitably affected by particular factors, that is, the interveningvariables whose function is to strengthen or to restrain the impact of independent variableon the dependent variable. The intervening variables can be divided into three hierarchies:individual making decision, nation and international system according to the analytic hierarchy process.
