Research On The Old Cadre Team Construction Under The New Situation

In February1982, our country has established the retirement system of old cadres, the abolition of the life-long tenure of leading cadres, the formation of the old cadre communities. The party and government attach great importance to the work of cadres, promulgated a series of rules and regulations successively, put forward specific requirements on how to implement the policy of the old cadres. During more than20years of development, the ways and methods of cadres’ management have been changing constantly to adapt to the needs of different period. With the arrival of an aging society of China, the quantities of cadres also increased gradually, the structure of old cadres changed greatly. During recent years our country carried on the reform of state-owned enterprises, medical system and housing system which all relate to cadres. Especially the decision made by our party on building a harmonious socialist society made the old cadre management more important, the stability of old cadre team directly influenced the construction of a harmonious society, therefore, the implementation of the old cadre management has become the major issues of public concern. Therefore, it is necessary for us to do further study on cadre management.The importance of old cadres’management has been recognized gradually. By using the basic theory of public management discipline, this paper analyses the NC city old veteran cadres management work:the basic situation of the two treatment fully implement the veteran cadres, veteran cadres construction was strengthened, the retired veteran cadres learning position function of waste heat in the form of a rich and colorful, the old cadre research and propaganda get up; NC is proposed, main problems of retired veteran cadres work team:staffing and task requirement gap veteran cadres, ideological understanding gap with old cadre work requirements, ability quality and retired veteran cadres gap to the requirement of the spiritual life, service level and the retired veteran cadres\"twin\" phase of the actual demand exist difference, retired cadre own reason, etc. On this basis put forward the countermeasures to strengthen the construction of cadre team, innovation countermeasures of construction of cadre team, pays special attention to the old cadre troop to construct, build three young comrade mechanism improve cadre team work consciousness and so on. Paper also to the old cadre team earnestly consciousness, initiative and positivity outlook was put forward.
