As the Chinese society moves forward with the deepening of reform and opening up, its market economic system is also constantly improving. In March2012, an article on Nanfang Daily titled A Foreign-funded Enterprise Remains Unsuccessfully Registered after One Year’s Effort caused great sensation in China which reported the difficulties met by a foreign-funded enterprise in getting registered in Dongguan. So, it stands to reason that Dongguan where the incident had occurred, is duty-bound to be the first in Guangdong to push forward business registration reform.Enterprise is a component of society and corporate activity is an integral part of social activities. As the administration department for industry and commerce serves as the examiner and approver of enterprise registration, how fast an enterprise can get its business license and gain access into the market reflects exactly the degree of difficulty in industrial and commercial registration, as well as the different conditions and requirements for registration. Unlike the traditional registration system, a striking feature of the business registration system lies in turning the conditions for pre-approval into documents necessary for the record after having obtained the business license. So, the advantages are self-evident. The reform of the business registration system in Dongguan, a pivot of social administration, prompted fundamental changes in the management pattern of the entire society. It further leads to the release of the national policy in2013demanding "constant improvement of the industrial and commercial registration system".In view of the above and based on actual situation in Dongguan, this article proposes suggestions to improve the business registration system by taking the business registration system in Dongguan as the object of study and through analysis of the overall situation of the business registration system as well as the problems in registration administration.This article consists of six parts. Part One (Introduction); Part Two (Overview and Evolution of the Business Registration System) elaborates on the concept and functions of business registration and the development of the system; Part Three (Business Registration System in Dongguan and Reform Explorations) gives a summary description of the business registration system in Dongguan and analyzes pilot experimentation, measures and result of the reform; Part Four analyzes the problems with the existing business registration system in Dongguan from five aspects; Part Five (Business Registration Systems in Hong Kong and Other Countries and Their Inspirations) introduces the business registration systems in Hong Kong and other countries and tells how can Dongguan learn from such systems; Part Six puts forward several suggestions for improving the business registration system of Dongguan.
