Since the beginning of the new century, governments are actively seeking changes, to create afavorable political environment for its own economic development and social stability. As the mostimportant part of China’s administrative system, local government is directly related to social problems, andbears a great many of social management jobs which most closely in contact with the masses. Therefore,the quality of social management from local government is directly related to the stability of the country,the people’s unity and social harmony.As the world’s largest developing country, China is facing economic transition and socialtransformation, various social contradictions and social problems increase, which brings new challengesand tasks of our government’s social management. How to change government administration, in order tosatisfy the development requirements of the times, and to adapt to the increasingly complex socialmanagement issues, is facing a common challenge for every government staff and social managementtheorists. Obviously, the traditional social management focused on controlling cannot meet therequirements of the development of modern society, however, the emergence of the concept ofservice-oriented government, can effectively improve the current situations. Due to the serious impact ofthe traditional "government standard", China’s county and township government as the local government,still has not fundamentally changed the traditional social management, lack of services mainly leading tomultiple social conflicts and even intensify. Therefore, the local government must comply with therequirements of the development of the times, change government functions and management, regard thepeople as customers and the true masters, and listen to the needs of the people in the social management,more services less forced. Of course, changes in the social management pattern of the local governmentcannot be done overnight, which is not only a complex project, but also a gradual process. At present, thefirst thing should do is to make up for the lack of social management services in local government,changing from the traditional social management to the modern service-oriented social management.Under the guidance of the concept of the service-oriented government, rule-by-low goverment,responsible government, and so on, local government should transform the traditional control-typed socialmanagement into responsible, rule by low, co-operative and service-oriented government. It should innovative the supply mode of social management service mainly on the basis of government supply,assisted by social cooperation, and use the service delivery model of market competition. Then improvesocial management security mechanism combined with public participation mechanism, governmentresponse mechanism, government information publication mechanism, performance evaluation mechanism,administrative accountability system and so on. Finally, cultivate the grass-roots community organization,fulfill it to manage and serve the society, so as to improve the quality of public services, reduce the burdenon the government and enhance the service-oriented social management of local government.
