Study On The Rezliation Of Local Government Social Management Funtion

In those years, types of public events were reported frequently, which reflected serious defects of local government social management, and also sparked public, scholars discussed and thinking about it. The empirical analysis in this paper is based on public events for above reasons.Firstly, theoretical analysis of local government function is developed. Secondly, This paper selects the impact in recent years occurred in large public events--PX event in Xiamen, waste incineration plants in Panyu and removal incident in Yihuang to analysis local government in the improper disposal of public events, and make some discussion and researches on the public project management, public policy and management, public crisis management the functions of the reform and construction. Thirdly, this paper further analysis the causes of local government social management functions missing, and the social dilemmas which local government face on. Finally, approaches and countermeasures are given to help local government realize the social management functions.The social contradiction and conflict will continue to exist, because our country is in the period of social transition. In the dissemination of high-speed information age, any behavior of the government and the public may develop to public events. Dealing with public emergencies is a great challenge for local government. Reflecting and discussing about the transformation and innovation of government management will be continued. How to promote the development of the society? The answer is:summing up the experience and lessons and making reform and exploration.
