Research On Local Government’ Failure Of Social Management And Countermeasures

Nowadays, with the rapid development of economic and society, exchanges and collision of multi-thoughts brought by economic globalization,people ask for pluralistic social requirements,which demands the government for better society management. The eighteenth of Party Congress proposed to strengthen social construction, innovation and social management. At the Third Plenary Session of the18th Central Committee of the Communist social management innovation was further elaborated, putting the idea of social governance. New Era, faced with the failure of local government social management, research and countermeasures of social management failure for strengthening social management is important. In this paper, the writer will take the transformation of government functions as a starting point to explore the government how to adjust the positioning and pull out of the micro-social management according to the social development, in order to improve social management mechanisms to overcome social management failure to achieve effective governance of society.In this paper, taking Linwu county,Hunan Province as an example, the writer study and analysis of local government social management and the reasons for the failure of performance. In terms of overcoming social management failures,the government should learn from other countries’experience at home and abroad, and explore suggestions to overcome the failure of local government social management at the sight of good governance. Finally, the writer tries to provide policy options for local government to overcome the failure of social management, mainly from improvement in the public decision-making mechanism, innovation in public goods provision mechanism, institution building for the prevention of social management objectives alienation and establishment of multi participation in social governance mode.
