Strengthening And Making Innovations In Social Management In The View Of System Science

Social management as a management activity of human society is indispensable, especially for China, which is the largest developing country in the world with a population of1.3billion. Strengthening and innovating social management is very important, and we need to strengthen and make innovations in social management. Therefore, strengthening and innovating social management in the vision of system science is very important. We need to make efforts in three aspects and construct this project perfectly, in which we strive for the social structure more reasonable, ensure social operation more orderly, and maintain social management power through the global design.This paper consists of three chapters.The first chapter analyses the problems existing in the field of social management from the perspective of the structure. At present, there are many problems existing in the social management. The basic factor is the problem about structure. Structure determines function. If the structure is not harmonious, no matter how to adjust from the function, it is impossible to turn the society to a benign operation. The three aspects of social structure are political structure, economic structure and cultural structure. Political structure is expounded from three aspects:Part of public power is lack of reasonable and normal channels; Public power is lack of necessary restriction and supervision; Cost of social management is too high, and it is lack of efficiency. The economic structure is discussed into four aspects as follows:urban and rural existing dual structures; the differences between public ownership economy and the non-public ownership economy; the differences between the groups are with or without power; the differences between conditionally using public resources and unconditionally using. We need to study cultural structure from three aspects: great differences between urban and rural cultural conditions; unequal government’s and social notion, imperfect mechanism of interest demands for vulnerable groups. Strengthening and innovating social management need to adjust the structure of society constantly, and this creates good conditions for society running smoothly and orderly.The second chapter is mainly about ensuring the social operated orderly. Society is a complex dynamic system. Its dynamic characteristic mainly displays in the system of the nonlinear interaction between each subsystem, and makes the system run from unordered to reach in order. It is divided into four parts:coordinating the social relationships; solving social contradictions; dealing with social risks; and maintaining social stability. Coordinating social relations are included as follows:reforming the household registration system, coordinating the relationship between urban and rural areas; coordinating the relationship between masses and cadres; and coordinating relations between the rich and the poor. Guaranteeing the society operated orderly is also a good way to promote social harmony and stability.The third chapter is maintaining the power for social management strong.In addition to this, as a unique organizational system, the social system must have a good balance of power and performance. In social development activities, people are endowed with great plasticity. Fully played people’s subjective initiative is for keeping the social system development more powerful. The third chapter is divided into five parts:Set goals and reach a consensus; Adhere to the reform and opening-up; Adjust the interests of all strata, realizing people’s common prosperity; Expanding the social rights; Promoting social justice from improving people’s livelihood, and increasing the whole enthusiasm for taking part in the career of social management. As a result, the social management of the power is from the whole society’s enthusiasm. The masses need to take part in the career of the social management, and ensure continued incentives for the social management.
