With the strengthening of the economic globalization trend, the economic tiesbetween every country become more and more closer and the industry convergence isaccelerating. As a result, to strengthen industrial cooperation between countries hasbecome the necessary initiatives for economic development of countries, which bringthe flourish of the global trade. Many countries started to expand their foreign trade toseize the international market. In the meantime, with more and more dumping andother unfair competitive behavior, the economic interests of the export country areaffected and the industry security of the import country is threatened. Many countrieshave introduced policies on industrial security maintenance, in which the import andexport monitoring mechanism, the industrial injury early warning mechanism, and thetrade remedy system play an important role and are improving constantly. Theindustrial security early warning mechanism of China is in the infancy stage ofdevelopment and research, and there is a lot of work to do about the improvement ofthis mechanism. This article takes a comparative approach to do the study of therepresentative countries, analyzing the shortcomings of the mechanism of our countryand putting forward constructive suggestions.This article chose the two developed countries, America and EU, and the twodeveloping countries, India and Brazil as the object of the comparative study. One isthat as China’s two largest trading partners(America and EU), the study on their industrial security early warning mechanism will be beneficial to the import andexport trading for China, which will make our country a better understanding of ourpartners’ trade policy, the legal system, and trade barriers, to facilitate our associatedresponses. India and Brazil, as the two largest developing countries except China, itscourse of development, national conditions are similar to China, and the study on theirindustrial security early warning mechanism can teach us their lessons, which bringsmore practical value. The second is because of the earlier development of theindustrial security early warning mechanism in America and EU, and theirmechanisms are very comprehensive, whose effectiveness and flexibility are worth areference. The trade remedy measures of India and Brazil are implementedincreasingly. Moreover, India has become the country using the most anti-dumpingmeasures, and the study on their industrial security early warning mechanism allowsChina to response positively and our industrial security early warning mechanism toplay a good role.This article mainly constitutes by the following four parts. The first part focuseson the summarize of the industrial security early warning mechanism, including thebasic introduction of the establishment background, the concept, the main contents,the legal basis and the operating principle of the industrial security early warningmechanism. The second part and the third part are the main part of this article, mainlyanalyzes the authorities, the policies and regulations, the operational mechanism andso on, producing a systematic exposition of the industrial security early warningmechanism of America, EU, India, and Brazil. Moreover, the two parts analyzes thecomparative advantages of the mechanism of the four countries with China and theimplications for China. In the last part, the situation of China is discussed, mainlyabout the challenges, achievements, the shortcomings and the suggestions forimprovement for China.
