Study On The Film Censorship Of Nanjing National Government Later Period(1945-1949)

After the victory of the Anti-Japanese War, the national government restored theunified mandatory film censorship system. In the peaceful atmosphere after the war,the national government had taken some measures to ease in the field of ideology, butthey did’t relax the movie examination. The construction of the relevant systemcompared with the earlier, both inherited and changed, though what we know thespecial concern of the national government about the Film Censorship. Through theresearch on the system, we can not only detect the construction of cultural law at thattime, but also to know the national government’s propaganda policy and controlmeans in the field of ideology. This paper attempts to apply the first hand data of thesecond historical archives of China and Shanghai archives, and then analysis the filmcensorship system’s development environment, content, implementation situation andso on, thus display the system truly and objectively, ponder the development of thesystem, in order to fill some gaps in the study of the national government period’sfilm censorship, and provide historical reference for the inpect of movie workcurrently.This paper is divided into four chapters; the first chapter reviews the historicalbackground of the Nanjing national government’s film censorship. Firstly, explaining construction of previous system is the basic of the latter system, thus laying thegroundwork for the analysis about the latter system, and outlining the evolution of thesystem. In addition, this chapter also analyses the social environment about the filmcensorship system’s development. The film censorship was in the act of one’s ownfree will in the war, it alse faced many wartime legacy after the victory of theAnti-Japanese War, these had becomed important factors to be considered in thesystem’s recovery, changes of political environment and literature atmosphere alsoaffected the development of this system at the time.The second chapter analyzes the related regulations and rules about the movieexamination, including four aspects, namely the use of previous regulations,modification of regulations, existence of special rules and comparison of AmericaHays code, through the comparison of vertical and horizontal, we can appear the maincontent of the film censorship system concretely and clearly.The third chapter is the review and analysis of this system’s operation,investigating the actual operation and the implementation effect of this system. Thischapter starts from implementing agencies, and adopts the combination of macro andmicro methods, then adds up the overall situation of the film censorship, whileanalysising the situation of films banned and cut in1947, in order to appear the filminspection work at that time intuitively and by the numbers.The fourth chapter focuses on thinking which based on the previous analysis,tring to analyze the film censorship system’s significance, evolution direction andlimitation in an objective point of view and fair position.
