Analysis On The Film And TV Censorship System In China

Film and TV censorship system was adopted during the late Qing dynasty in our country,absolutly have a long history, attention and controversy followed. The authority of film and TV censorship, as a governmental power not only holds the development direction of film and TV industry of our country, but also has inevitable effect on rights and interests of audience, directors and producers. At present, the system is with multi-layered problems. This paper is to conduct comprehensive analysis through integrating with practice from the perspective of the science of law, striving to detect and solve problems. The paper consists of four parts apart from the "Introduction", whose main contents are:Part One is the summarize of our film and TV censorship,from late Qing to early newly-established China.Part Two is illustration of relevant basic problems of the film and TV censorship. In this part,it defines the basic concept,necessity of film and TV censorship and the relationship between film and TV censorship with film and TV rating,then summarizes three overseas rating systems by taking those in America, Britain and Hong Kong as examples.In addition, it analyzes the issue of range of film and TV censorship under the guidance of right and power. Part Three implements reflection on current film and TV censorship system and profoundly dissects problems in current field of film and TV censorship and their causes by following the route of "current situation-problem-causes". Part Four focuses on the way-out of film and TV censorship system of our country. The first step shall be the perfection of existing film and TV censorship system, which is conducted by attach importance to such aspects as re-establish independent status of subject, define and clarify censorship standards, construct legal censorship procedure and complete right relief and so on. The second step is to introduce rating mode into our country. What’s more, under the condition of figuring out present difficulties, a rating system based on classification shall be put forward to be the transition from censorship to open rating mode.
