In China, film has constantly been assigned more ideological attributes. In order to ensure that it is consistent with the mainstream ideology, the government carries out strict censorship on it. Our country executes strict Censorship System. But in recent years, the citizens'right consciousness raised. People were less satisfied with the strict Censorship; they didn't think this System attached great importance to the protection of citizens'rights. Therefore, many people put forward that China drew lessons from western countries and executed Film Classification System. Because film is essentially a kind of freedom of expression, this article researched Chinese Film Censorship from the perspective of freedom of expression. First, it introduced the film and the freedom of expression; then based on the analysis of the formation of Chinese Film Censorship summarized the causes of the formation of it; found out problems in legislation, subject, criterion, procedures and supervision through the case analysis; explored the rationalities of the Film Classification System of America and the Film Censorship System of Hong Kong of China through the method of comparative analysis. By reference to them and then put forward the ways to improve Chinese Film Censorship. This paper presented perfect proposals to the System from two aspects. One was to make Film Law, which studied from five small aspects. The other was to establish a supervision mechanism and we would supervise from four aspects. It is citizens'fundamental right of freedom of expression and it is becoming consensus of all states and society to protect the freedom of expression in every field. This paper hopes to protect sufficiently freedom of expression in Film Censorship System.
