The private philanthropy refers to a series of unofficial behaviors of charity. Thephilanthropy has a glorious history in China. But the modern philanthropy in Chinaonly has developed formally in the recent thirty years. One of the obvious feature inChina is the over officialization in charity. Spontaneousness is the core principle ofphilanthropy. However, the intervention of government is extremely excessivenowdays. Official philanthropy charitable organizations in China are large proportion.More developing in private philanthropy should be an important task in our country.Therefore, organizations and individuals should give way to the private philanthropyIn recent years, our country’s private philanthropy has had a larger development.The development of society began to pay more and more attention to the privatephilanthropy. But according to our country’s actual national conditions, governmentneeds to regulate the private charity instead of intervention. At this stage there are aseries of problems in the supervision of the private philanthropy behavior. The mainsolution includes finding out the method for regulating the charity by government, learning theadvanced experience from the foreign countries,This paper analyzes the issue of government regulation of private philanthropyand the related policy of government regulation, judicial regulation, tax regulation andfinancial regulatory aspects. Put forward specific solutions and advices for the relevant problems and the development of more effective private philanthropy tomake the government regulation getting the best performance in the privatephilanthropy.
