In the early years of the Cold war, the western bloc and eastern bloc were locked in amutual conflict. The United States consider the communism as the biggest threat to the “freeworld”. After the World War II, under the push of anti-colony movement, many newindependent countries were established in Southeast Asia. Overseas Chinese played a key rolein the area, especially in the economic field. But, after the World War II, there existedpervasive discrimination against to the overseas Chinese among Southeast Asians. Thisphenomenon became one of reasons the unstable societies in the area. In order to stabilize thesituation, prevent the communism from disseminating, and launch a psychological war to themainland China, the United States assisted Taiwan profoundly. As the same time with the helpof the United States, Taiwan manipulated the economic and cultural resource and used allkinds of propaganda methods. Taiwan was the base of the anti-communist China for UnitedStates strategy; also it is a crucial factor which significantly affected the Sino-US relationship.Therefore, the United States made “Overseas Chinese Program” which included attractingoversea Chinese students to Taiwan, publishing newspapers and using the radio of free Asiaprogram.etc. All the programs with the final object which was to make the oversea Chinesefriendly toward to Taiwan and opposed the mainland China,then use the propagandaassaulted communist China.The paper consists four parts,there are introduction, text body, epilogue and bibliography.The text body concludes three parts as following:The first part is about the background of the American propaganda to make oversea Chinesetoward west friendly, which concludes the situation of the oversea Chinese, the introductionof the psychological strategies in Southeast Asia.The second part is about the object of the American propaganda to make oversea Chinesetoward west friendly, which includes the fostering the anti-communist feeling amongSoutheast Asia countries, fostering the oversea Chinese friendly toward Taiwan and fosteringTaiwan as the “mind hometown” of the oversea Chinese.The third part is about the coordination of US-Taiwan for the “overseas Chinese program”,which consists the background of the program, the core part of the program.
