Political system reform is a key component of the social reform and also anindispensable process to improve socialist system. Since the late1980s to the early1990s, the comprehensive reform on the political system has gradually become ahistorical reference for the world socialist movement. Currently, Communist Party ofVietnam is one of a few ruling Communist Party. In the1980s, under the leadership ofthe Vietnamese Communist Party, Vietnam was beset with difficulties andcontradictions both at home and abroad, and therefore needed an urgent change inpolitics. In order to satisfy the nation’s requirement and follow the historical trend, theCommunist Party began an innovation and opening-up policy in1986. In the next30years, Vietnam has won many progresses and achievements, especially its intensityand effect, which have aroused the world’s attention and concern. Presently, Vietnamis a new star in Southeast Asia—it is not only out of serious economic crisis, but alsoon a way to fast development in economy which prospers industrialized andmodernized business and socialist marketing economy.Focusing on the theme—the political reform in Vietnam, the study first brieflyintroduces the background and the fruit of the20-year reform, then systematicallyanalyzes the content of the reform and objectively evaluates the achievement andlimitation of it. And the study also explores the experiences of the Vietnamesepolitical innovation.Therefore, the study consists of the following four parts:Introduction part generally reviews basic concepts, academic achievements athome and abroad, research methods adopted in the research, and advances andlimitations of the present study.Chapter one analyzes the domestic and international situations andmulti-motivations which relate to and contribute to the political reform in Vietnam.Chapter two illustrates the progress of the political reform in Vietnam,particularly the three periods and the detail content of each period.Chapter three expounds achievements, problems and challenges of the politicalreform in Vietnam. Certain aspects, such as the Congress power, the democraticsystem, the decision-making process, the supervising mechanism, and governmentagencies, represent the success of the political reform; however, some problems andchallenges of the reform result at least from fast pace of the reform, the hinder from domestic conservatives, and the conflicts with interest groups.Chapter four discusses the experiences and lessons of the political reform inVietnam. In particular, it is beneficial for China’s political reform to learn that theleadership of the communist party and the active involvement of the people can play asignificant role in the reforms of the same kind.
