Performance evaluation, which introduced as a tool of evaluate the government work and the management efficiency, which in order to improve the level of government governance, improve the relationship between government and society evaluation in the early20th century Since the1990s, under the influence of globalization and information technology revolution as well as the actual needs of the reform and open policy, the government performance evaluation was introduced as a tool of scientific management into China, which has widely application in administrative management system reform in our government function transformation. At present, government performance evaluation has been widely introduced and applied to the county government performance evaluation, application of performance evaluation in the process of county government, is also based on local features constant practice,furthermore, it also explore more effective, scientific, reasonable and diversified system of government performance evaluation. But, as china is a large country, which has population resources difference, so it is difficult to form a unity government at the county level performance evaluation system, the county government performance evaluation in theory research paradigm and practice development faces many restricting bottleneck and challenges.Based on the above background, this research used performance evaluation of Wuchang, Heilongjiang as the research object, starting the research from the view of government performance evaluation research, which strives to improve and expand the amount of government performance evaluation method and system, moreover, the amount of government performance evaluation for the reform and development train of thought. This was aim to realize the benign development of the amount of government performance evaluation, which can promote the development of harmonious unity of the social economic development and the functions of the government.The keys and content of this research mainly was showed as follow. Firstly, it gave a brief introduction of the concepts and related theories; Secondly, several typical home and abroad cases were selected and analyzed, moreover used the experience of local government performance evaluation as reference as well as pointed out its guiding role to promote the amount of government performance evaluation; Thirdly it introduced the reform and details of local government performance evaluation, summarized its historical experience. It also detailed analyzed the amount of government performance evaluation and detailed analysis of existing problems, cleared the current situation of the government performance evaluation through in-depth empirical research system; Based on the above research, it built a suitable system for the development of government performance evaluation; Finally, it put forward the countermeasure and the suggestion in order to promote and improve the construction of the amount of government performance evaluation system, as well as promote government performance evaluation become scientific and institutionalization.
