Performance Evaluation And Comparative Study Of Administrative Service Centers Of County-level Governments In Jiangsu Province

With the national administrative system reform,local administrative service centers have made much exploration in construction.Profound changes have taken place in the functions of orientation,organizational structure and management efficiency in administrative centers which provides an important basis for service-oriented government construction.Compared to administrative service centers of city and province levels,county-level administrative service centers are now faced with problems like blurry domestic legal position,imperfect regulations,low efficient management and service quality which are unable to satisfy the demand of public needs.Therefore,studies of administrative service center performance evaluation of the county-level governments are practically significant.Jiangsu province is located in the eastern coastal area of China.The long-term social and historical environment caused differences in the economic development level and social lifestyle of the northern and southern parts of the province.The performance of administrative service centers of county-level governments in different regions of the province also shows some differences.Therefore,studies of the reasons behind these differences can help performance improvement.25 administrative service centers are chosen from the southern,middle and north part of Jiangsu province.Multiple ways have been taken for data collection.Data envelopment analysis method is mainly used to analyze the causes of performance gaps,and to provide reasonable suggestions by studying the domestic and foreign related researches.It is found DMUs in different regions have shown different levels of performance while the southern parts get higher goals than the northern ones.Some DMUs in the middle and northern part in Jiangsu Province can also become 'benchmarking'.4 main parts have shown best performance.Hardware construction takes a fundamental role in the inner evaluation of each DMU.To improve the performance of different DMUs,measures could be taken under the consideration of value orientation,institution construction,e-government and evaluation system.
