Since the opening and reform policy, the transformation of government functions and the rise of people's Environment Consciousness, Environmental NGOs become the third main environmental governance force outside government and enterprises. Government and environmental NGOs are two the main bodies for environmental management in a specific interactive relations. Government represents the state, and environmental NGOs which are the most active ones in NGOs represents civil society. So the study of the interaction between government and environmental NGOs could be the reference for the study of the relationship betwwen state and society in China. However, there are a variety of factors affecting the interaction between our government and the environmental NGOs society organizations are, resulting in the ineffectiveness of environmental public affairs management, thereby affecting the goals of sustainable development of our country. To establish a long-term positive interaction between governments and NGOs is the only way to maximize the effectiveness and improve the level of environmental governance. Based on interaction theory, our government and environmental non-governmental organizations meet the conditions for a virtuous interaction. So through the means of reform, adjustment, the means of reform, adjustment and improve, there are chances to build a positive interaction betwwen the two.This paper is closely around the theme of interaction between the government and environmental non-governmental organizations. Through the literature survey, comparative analysis and case study methods to collect relevant information on the support and supervision from the government and the participation of environmental non-governmental organizations to the Government Management in order to study their interaction.The writer found that China's highly centralized system of political management resulting in the backwards of government's regulatory philosophy and the unsound supervision regulations, etc.. At the same time, environmental NGOs's capacity , lacking of participation channelsand other factors involved in the legal system become constraints resist environmental NGOs's effective participation in the Government's environmental management and supervision of the Government's environmental decision-making.This paper focus on how the government and environmental non-governmental organizations found a positive interaction. Drawing on the Western theory of relations between government and civil society and collaborative governance theory, combining with our national conditions, the writer proposed that to build a long sustainable interaction between the government and environmental NGOs should follow the basic principles like Government-led principle, equality and independence principle, checks and balances principle. Under the guidance of these basic principles, the author proposed rationalization of the functions, responsibility and interest in relationships and establish trust between the government and environmental non-governmental organizations, while achieving normalization of their relationship. Finally, the author from two aspects, reform and improve the government's supervision and environmental NGO'S participation in government's regulation, and from their concept, system and regulations, to provide alternative paths.
