China is vast in territory and the geological environment and humanistic spirit is complicated. Natural conditions, traffic and public policies vary with ter rains of plains, mountains and basins, which create different patterns of economi c development and ecophene. Therefore, it requires local government to adopt d istinctive measures while governing.China launched a series of policies in December,2011, aiming at boosting continuous poor areas in western parts of the country. Notably, emphasis on the underdeveloped resource-rich regions was prominent. Such regions are mineral-rich while the carrying capacity of their ecological environment is usually poor. Local governments can easily get into a vicious cycle of "underdevelopment--poverty—unreasonable development--ecological deterioration—poverty again". Thus, it is different while putting forward measures to protect the environment for such regions.Against this background, the thesis analyzed the concept and particularity of environmental governance of the underdeveloped resource-rich region through case study of Baise city in Guangxi province, applying the theory of Scientific Outlook on Development and public governance. It also explored the relationship between development of economy and environmental protection handled by local governments in such regions. Issues of inadequacies with environment-protecting infrastructures, less investment and the lack of the participation of multi-subjects were analyzed as well. In the end, the author proposed some suggestions for matters above.
